November 14
The University of Minnesota and Law Enforcement Labor Services (LELS) met on November 14, 2025, for the third session in this negotiation cycle. LELS represents an estimated 77 sworn officers and sergeants at the University. During the last bargaining session, the University presented its economic proposals. After reviewing and considering the matter, the Union responded with its counterproposals.
Following a thorough discussion and consideration of the Union’s economic proposals, both parties agreed that the University will provide its updated economic package at its next bargaining session scheduled for December 1, 2025
October 28
The University of Minnesota and Law Enforcement Labor Services (LELS) met on October 28, 2025, for the second session in this negotiation cycle. LELS represents an estimated 77 sworn officers and sergeants at the University. The parties were able to reach tentative agreements on the following items:
- Duration
- January 1, 2026, through December 31, 2028
- Updates to outdated, unclear, or irrelevant language, including:
- Article 14 - Overtime
- Renewed the 12 Hour Shift in Duluth, MOU - B
- UMD Vacation Picks, MOU - F
- Renewed the following Memoranda of Understanding:
- Interpretation of Premium Pay - TC Campus, MOU - A
- Post-Retirement Healthcare Savings Plan, MOU - C
- Leave availability in accordance with University policy
- Employee Safe and Sick Time
- Paid Family Medical Leave
- Additions to the grievance procedure:
- Mediation option before arbitration
- Arbitration selection procedure consistent with state law
- Addition of Juneteenth as a paid University holiday
- Addition of a Memorandum of Understanding granting access to any subsidy the University might provide in the future for children or dependents of University employees
Next Steps
The next LELS Local 196 and U of M bargaining session is scheduled for November 14, 2025, and will be held in person and virtually.
October 15
The University of Minnesota and Law Enforcement Labor Services met on October 15, 2025, to begin negotiations on renewing the collective bargaining agreement, which expires on December 31, 2025. LELS represents an estimated 77 sworn officers and sergeants at the University.
Both parties presented initial proposals. The next meeting date is scheduled for October 28, 2025.
