End of the COVID-19 Public Health Emergency

The federal government announced May 11, 2023 as the end of the public health emergency from COVID-19. The end of the public health emergency means several University medical plan design and administration changes will take effect. The tabs below discuss current benefits that were impacted by the public health emergency and how those benefits will be administered by the University of Minnesota plans starting July 1, 2023.

Vaccines

Through June 30, 2023: Covered at 100% at both in-network and out-of-network providers.
As of July 1, 2023: When administered by an in-network provider, vaccines will be processed under the preventive benefit at no cost to you. This is similar to annual flu vaccines.

Outpatient Antibody Treatment

Through June 30, 2023: Covered at 100%.
As of July 1, 2023: Deductible, copay, or coinsurance will apply based on member plan.

Inpatient Treatment

Through June 30, 2023: Covered at 100%.
As of July 1, 2023: Deductible, copay, or coinsurance benefit will apply based on member plan.

Diagnostic Testing, Antibody Testing and Associated Services for COVID

Through June 30, 2023: Covered at 100%.
As of July 1, 2023: Deductible, copay, or coinsurance benefit will apply based on member plan.

Over-the-Counter (OTC) Tests

Through June 30, 2023: Covered under the University’s pharmacy plan.
As of July 1, 2023: No longer covered under plan benefits. Employees may use their Health Savings Account (HSA) or Health Care Flexible Spending Account (FSA) to purchase OTC tests.

Why won’t the medical and pharmacy plans continue to cover OTC tests?
Generally, insurance does not cover OTC health care products, such as allergy medicines, pain relievers, and pregnancy tests. During the public health emergency, an exception was made for OTC COVID tests. As the public health emergency has ended, so will this exception.
