Benefits for Layoff Severance & Non-Renewal Programs

If you are eligible and have received a layoff or non-renewal, you need to decide whether or not to participate in the programs. Eligibility for these programs are outlined in the policies below. Review your specific policy for your employee group, including contacts, definitions, procedures, and the forms and instructions that are needed.

Under these programs you have the option to enroll in a different medical or dental plan, add eligible dependents to your coverage, or cancel your coverage. You can choose any medical or dental plan that is available in the county where you live.

In exchange for participating in the program, you waive certain rights under your employee group and agree not to reapply or be rehired for University employment for a period equal to the number of weeks of severance paid, beginning on the first day of non-employment.

Note: depending on your layoff or non-renewal agreement, your coverage could last for 6-18 months. After your nonrenewal or layoff coverage ends, or if you choose not to participate in the layoff or non-renewal program, you may qualify for COBRA Continuation of Coverage until the 18-month mark following your employment. These dates run concurrently.

Severance Pay Subject to Payroll Taxes

Please note that if you participate in the layoff or non-renewal program, the lump-sum severance payment is subject to payroll taxes with some taxes withheld at the supplemental wages tax rate. This payment cannot be placed into the Optional Retirement Plan or Section 457 Deferred Compensation Plan.

Continuing Your Benefits

If you choose to participate in the layoff or non-renewal program, the University will contribute toward the cost of your medical or dental coverage for the period shown in the chart below. The contribution is based on your work location and permanent address on your last day of employment.

Continued benefits under a layoff or non-renewal program are administered and billed directly through Benefits Resource (BRI).

Medical Rates for Layoff Severance & Non-Renewal Agreements

The University’s contribution to the cost of your medical coverage is based on the tier of coverage that you had during employment, work location, and permanent residence as of the specific date defined in the voluntary retirement or layoff or non-renewal program that applies to you.

If you did not participate in or earn the required number of Wellbeing Points, your cost is shown in the Standard Rates chart. If you earned the required number of Wellbeing Points for a $500 or $750 reduction, your cost is shown in the Wellbeing Program Achievement Rates chart.
