Law Enforcement Labor Services (LELS) Retroactive Wage Rates for 2024-2025

The Labor Agreement between the University of Minnesota and Law Enforcement Labor Services, Inc. is effective January 1, 2023, through December 31, 2025.

2025 Salary Rates updated retroactive to January 1, 2025.  

The new hourly rates and retro pay will be paid on the 3/19/25 payday (2/24/25 - 3/9/25 pay period).

Article 28 Salaries

The University will conduct the Stanton comparison of 2025 contracts on March 1, 2025.


Effective January 1, 2025, the University will increase UMPD’s monthly salary to match the average patrol rate paid to the five (5) top paid departments in the Stanton Group Cities defined above or 4%, whichever is greater.


The University will then increase all steps for the Police and Sergeant classifications using the same percentage increase applied to the top patrol base rate.

The University will prepare a salary grid with the new rates and publish the grid electronically in the same location where the collective bargaining agreement is maintained.


Salary setting for LELS going forward (after the 2025 contract) will be revisited during negotiations in 2025.
